Soldiers stationed at Carlisle Barracks or across the state can take advantage of an array of services at the Carlisle Barracks Education Center which include but are not limited to -- career and educational counseling, testing services, college transcript evaluations, GI Bill and Veterans Affairs information to include transferring Post 9/11 GI Bill benefits and using benefits, Federal Tuition Assistance Program counseling to include navigating the GoArmyEd portal and requesting Tuition Assistance, financial aid counseling, in and out-processing of the installation, and educational benefits briefings.

The mission of the Carlisle Barracks DEERS/ID Card Office is to provide enrollment assistance for the Defense Enrollment Eligibility Reporting System (DEERS) and issue Common Access Cards (CACs) and other United States Uniformed Services Identification Cards to authorized Soldiers, Family Members, Retirees, 100% Disabled Veterans, and Civilian & Contractor employees within the established laws, rules, and regulations using the Real-Time Automated Identification System (RAPIDS) website.

Hours of Operation:
0730 to 1530 hours Monday-Friday, except the 2nd and 4th Wednesday of each month (0900 to 1530 hours). Customers in need of a Common Access Card (CAC) must arrive no later than 1500 hours.  All others need to arrive no later than 1515 hours.
The office is closed on federal holidays, weekends, post closings due to inclement weather, and unforeseen RAPIDS website system outages.

Enlisted Barracks (Shughart Hall)

Shughart Hall has 48 spaces available for assignment based upon grade. A one-to-one module - while two Soldiers will share a module, they will each have their own bedroom. Each room consists of two 128-square-foot bedrooms, and a common bathroom and kitchenette, with a refrigerator and microwave. The rooms are fully furnished with beds, dressers, night stands, desks, lamps, chairs, and some have love seats and coffee tables.

FREQUENTLY ASKED QUESTIONS

Q: How do I file/submit a complaint to an Inspector General (IG)?
A: A complaint, allegation, and/or request for assistance can be presented to an IG in person, by telephone, or regular mail. In order to protect your confidentiality, we strongly discourage contacting an IG via e-mail.

Q: What is an IGAR?
A: An IGAR is an Inspector General Action Request, DA Form 1559-R. A complainant completes the IGAR, presents it to an IG, who in turn initiates the appropriate action. You can download a DA Form1559-R at the Army Publishing Website or visit the IG office and fill one out in person. When completing an IGAR, please include as much DETAIL as possible (who, what, when, where, how, etc.). This enables the IG to conduct a thorough inquiry.

Q: Who can submit an IGAR?
A: You do not have to be in or associated with the military to submit an IGAR. Anyone can submit an IGAR as long as it concerns an activity of the U.S. Government, specifically the U.S. Army and/or its members.

Q: Can I submit an IGAR using e-mail?
A: Yes. However, for personal security and to maintain your privacy, the Department of the Army IG strongly discourages complainants from filing an IGAR via e-mail because it is not a secure means of communication.

Q: What problems/issues can I present the Inspector General?
A: Any problems/issues concerning the U.S. Army and/or its members may be presented to an IG. Law and statue restrict what Inspectors General can do in the areas of Civilian Personnel, Legal, and Equal Opportunity/Equal Employment Opportunity (EO/EEO).

Q: Can I talk to an Inspector General "off the record"?
A: Information provided to an Inspector General is NEVER OFF THE RECORD.

Q: Can I be disciplined for contacting an Inspector General?
A: NO. Contact with an IG is a "protected communication." A supervisor or employee who reprises

Visitors Center

The Visitors Center, located at 870 Jim Thorpe Road, will now serve as the entry-point for all non-DoD ID card holders visiting the post. Visitors will need to present photographic identification and fill out a form required to submit to a background check.  This new policy will affect all U.S. military installations across the United States.
